At the very earliest stage - when early man started using tools, he was doing so in order to answer questions he'd posed to himself. "How can I get that fruit down from that high tree?" "Is there a way I can make myself better at fighting?" etc... Pre-dating language, certainly.
McFroog, the question did relate to communication which I think is more of an interpersonal thing as opposed to man posing questions to himself. I agree that questions must have predated language as, of course language was not the first means of communication. Questions must first have come into communication when communication itself first came about. Communication developed as a means of conveying information interpersonally. The fact that man wanted/needed information implies that there were questions to be asked.
