I live in a quiet residential street, a plumbing company (4 vans) has started to use the company owners house to work out of, instead of the registed address which is in another street. How can I ask him to use the registered business address.

You can't! He could be using his home to park the vans there and store tools etc. There is no proof he is operating the business from there. Plumbing by its very nature is not "office" based, i think you would have a tough time proving that any business is run from there.
Most plumbers work from home, park their vans on their drive, etc.

If they are causing a nuisance by parking across other peoples drives or making lots of noise at unsocialable hours, then you may have a case, otherwise you haven't!
I think you should report him to the council as running a business from a residential setting is ileagal ( thats why business's pay business rates)
If it was just 1 van self employed or whats known as a sole trader then he is allowed to operate from his house. but he is clearly not with 4 vans.
hope this helps
