I think there is a black extra in the film...
There aren't any in the main roles because none were cast.

maybe because they didn't find any black actors who they thought fitted the parts. I think its unfair to think you need a "token black guy" in every movie - thats down grading. Its better to decide whether someone should or shouldnt play a part because of their acting, not because of their skin colour.

I imagine the point olivebus is trying to make is that the film should not necessarily contain a "token black person" but given that the film is set in Notting Hill, home to the largest caribbean carnival outside of the West Indies, you would have expected to see more ethnic diversity in the casting!
I would say though that it's a relatively small cast really, and it's not uncommon, even in areas of more ethnic diversity, for there to be groups of friends who happen to be one colour. Perhaps it would have been realistic to see more black extras on the street scenes but not necessarily the main characters.

I have no problem with non pc casting for what is a middle class film or indeed a lack of background artists of an ethinc background but i still don,t understand why Curtis has done this in several of his films and indeed on the vicar of dibley

As far as the Vicar of Dibley goes, I'd suggest that if you took any small rural village in England, that the number of non-white non-christian residents would be extremely small (if any)
