TOG - it's definition

The uniquely British unit TOG stated in connection with bedding is actually a mystery to all bedding retailers I have spoken to. What is its actual definition in scientific terms (and I don't mean what does a high number mean, or some wishy washy salesman talk) usin I.S. units ?

I believe it is a measure of thermal resistance of a 0.1m^2 area of bedding ie: 1 tog = 0.1m^2 Kelvin/Watt !
The standard british Tog is surely someone who listens to radio 2 most monday to friday mornings??
That's a bit worrying if you're planning to buy a 20 Tog Duvet - how would you feed them all!
