why are the chairs in Parliament green?

Neutral non party colours ie red would indicate a leaning toqwards Labour, blue might mean Conservative, yellow could indicate Lib Dem. Green would be a nice neutral colour seeing as no political party favours the colour green in its logo..

or so no-one notices the mouldering old men , they just kinda blend into the seats
It's a matter of why not, If they had been beige or any other colour you would probably have asked the same question, appart from colour of course,
They go with the wallpaper
