If my house has a compulsary purchase order on it are the council allowed to pay off my mortgage and claim the deeds also my building society says i cant have the deeds until i have payed my mortgage is this right .

Yes the council will be entitled to pay off the mortgage to get an unencumbered title to your property. With regard to having the deeds, please read the answer I posted to your earlier question.
