Is it illegal for someone to post you 200 ciggies from, say, Spain given the 'free trade' thing that the European Union is supposed to support?

we tried this one and got caught first time.  Customs wanted the duty off us!  Put it down to experience but won't do it again.  (This was about three months ago.)
