I recently received a Fixed Penalty Notice in a private car park. It was placed directly in my line of vision from the driver's seat, which left a bit of a mess when i took it off. Am I right in thinking that it is illegal to place parking tickets in such a manner as to cause obstruction to the driver?

No, it's not illegal.
If its a private car park and not run by the council what you have had is not a fine but an invoice which is not enforceable. Whatever you do, do not pay it!! Go to www.pepipoo.com if you need more advice.

I'd get it cleaned and send them the receipt requesting payment. You won't get I should imagine but it may make them think about it in future.
