Legal guardian to my sisters children

My sister died recently leaving two children aged 14 and 12. She was married to an older guy but needs 24 hour care and will go in to a home so he is out of the equation. The children will have to move and probably live with my parents who are no spring chickens themselves and my other sister wants to become legal guardian of the children, she has two children herself of similar ages but doesn't have the room for them to live with her. Can she become legal guardian and not actually live with the children?

well first of all am sorry for your loss ..and them poor kids all alone .....if your sister feels she can help and you know she is a good role model ..help her and suport her ..dont question what she is doing ..if she has 2 children same age thats just what the kids nead ...a bit of normal life again ..there life is empty and lonerly...as gor the granparents ... why go to them ? ...help your sister..dont fight her...
I think you all need to seek legal advice on this one but if she can't take physical custody of the children is there any point in seeking to be their legal guardianship?
