Possibly yes to PP. But if you built it in 2002 you cannot be forced to remove it now (because it has been there more than 4 years). Indeed if you subsequently discover now that you did need PP, you could apply for a Certificate of Lawful Development for it to 'regularise' the position.
No to Building Regs, unless it is bigger than 30 square metres in external floor area or you took away the external doors separating it from the main house.
