What does it mean in the sentence "Citizenship of the Union was introduced to attempt to provide much needed legitimacy to a polity (the Peoples of Europe) without a Volksgeist.", please?

Could be translated as "national character" - in this sentence the Citizenship of the Union is seen as an attempt to create a united European identity among the disparate (i.e each nation has its own "Volksgeist"!)peoples of Europe.

Volk = People (as in "a people", like "a nation or "a race", rather than as a collection of individuals)

 

Geist = ghost, spirit (as in feeling, emotion, collective identity)
