Why is it that I get the error message when I run Defragmenter or Scan Disk that says "...has been restarted 10 times due to changes in the drive..." I even alt Ctrl Delete and close every application short of explorer, and there seems to be something running that is causing the Defragmenter and Scan Disk to keep restarting over and over. I need to know what is doing that so I can stop it!

Unfortunately not every active process will show when you do ctl/alt/del - for example if you have an active network connection this can cause disk activity. Try the Microsoft knowledge base for clues of where else to look. Whilst it would be nice to find the culprit, in the meantime you should be able to run both programmes in safe mode with no interference.
I had this and it drove me mad until I turned off the anti-virus check and the screensaver. Running in Safe Mode also does the trick. Hope this helps!
Even moving the mouse can cause defrag to restart..
