Me and my partner want to go on a weeks holiday in the first week of June. We want to be out of the way (rural locations) but have bars and shops within walking (short taxi/ publc transport) distance. We also need to be able to get there from the airport easily. Our budget for accommodation, flights and transfers is 650 max. I have found the perfect location in Jausiers in the South East of France but cannot find out how to get there without hiring a car (and I do not want to hire a car as it's too expensive, because I'm only 23). Our budget for transfers from nice airport to Jausiers is 150 max. Any ideas?

you could take the provence train from Nice to Digne http://www.trainprovence.com/pages/en/236/plan -de-la-ligne.html , then take a bus from there to Barcelonnette, http://www.scal-amv-voyages.com/ligne.htm but the through journey is only possible by leaving Nice at 12h55 (arrive Barcelonnette 19h20).
There's also a 3 times daily bus from Gap, but the through bus from Nice arrives at Gap after the last bus to Barcelonnette. Even then both options leave you 9km short of Jausiers.

So unless you don't mind a long & convoluted journey you really will be better off in a car.
Have you considered Jersey ?

While it is very near France and has a French feel, it is very English, and accepts English money.

Many cheap airlines fly from the UK to Jersey and the flight is only an hour or so.

St Helier is the capital (and only large town) and is only about 4 miles from the airport and a regular bus goes between them.

The Island is very small (7 miles across) and has a great bus service to all parts of the island so it is easy to get around without a car.

It is very rural with loads of farms, and also some great beaches, and plenty of places to walk.

If you stayed just outside St Helier you would be in the country, but near enough to St Helier to take advantage of it if you wanted the shops and bars etc.

Here is an aerial shot of Jersey showing how many beaches there are, and how rural the centre is.

Not an answer to your transfer problem, but have you considered Dalyan in Turkey. It is in a nature reserve, the weather OSS perfect in Junes and should be within your budget. It is just half an hour from the airport.
