The *.cue file is basically a set of instructions telling the cd writing software how to write the *.bin file. If you have both files in the same folder and  open the *.cue file in nero and burn a data disk, you'll find it probably writes some sort of video file to the CD.
Tweed is right - it's a disk image file. Just in case it's not obvious how to do it in Nero, try this:  Run Nero, cancel the wizard if you're using it, go to file menu/open, and in the drop down box 'files of type' select 'Image files' (you'll see that 'cue' is one of them. Nero will then be able to create a new disc from the image, which will probably be a vcd or similar.
just on a side note: a cue is usually not necessary, a bin file will typically burn fine with out, very similar to the way a .iso file would burn. If you feel more competant using other file formats you can use various programs to either convert the format or else extract the information from the image file.

hi again,

Thank you both for replying to my question, ive done it, i was able to burn the file on a disc, but when ive opened there is 4 folders in the disc: EXT,MPEGAV,SEGMENT and VCD... in the folders the files are .dat, ive managed to see the file on my computer but i want to convert it to mpeg or avi, do you know how can i do that??

Thank you again

Yes, it's a vcd, which will play on many DVD players. The .dat files are already mpg and usually if you just change the extension from .dat to .mpg they will play on your computer. However, if you use TMPGEnc Plus and run it through the MPEG Tools it will produce a more standard file. You should be able to load it into Virtualdub and convert it to .avi. If you don't have these, ather programs should work.
Czar, If you do not wish to waste a disc in order to access a .bin file, or for convenience, you could alternatively use a program called Daemon Tools. Just google it to get the website. Its a free program to download that makes your computer think youve got an extra disc drive. You simply load the .bin file with daemon tools and the outcome is the same as burning the file to disc and then putting the disc in your disc drive.
