My 88 year old Dad has an energy saving light bulb in his upstairs landing ceiling light which, when it has been on for a while, will continue to intermittently flash for a few minutes after it has been turned off!

Can anyone explain this? Or is it faulty wiring? Grateful for help.

I am not an electrician but if the light flashes after it has been switched off I would get one in asap.
because they are fluorescent, they flicker, it maybe needs a new bulb, mightve gone wonky, is it old?
