I was told that motorway services were required by law when the roads were built - ie on average there should be one every x miles so the Driver can use the loo, have an overpriced tea . Is there any equivalent requirement on the US Freeways and Roads. Iis there any chain like Moto over there that combines petrol and services or is it all local?

In the main (there are exceptions) there are no service areas on US freeways - they are generally off the freeway at intersections.

There are usually several competing gas stations and chain restaurants.

Whether there's any legal requirement I don't know.
