Ah yes your "they have formed a stable relationship with a member of the opposite sex, and are proved responsible enough to become caring Parents." - ah yes, clear as mud.

Okay:

1) How long and what are the requirements to be considered "a stable relationship"
2) What is "responsible"?

Would people have to show an income? How long would people have to be in employment for? Would they have to own their own property? Would they be allowed pets? What level of education would be needed? Do they need to have responsible grandparents? Could they be religious, or is that irresponsible?

Also, maybe you could comment on how you think sexually transmitted diseases will be in the future you depict when people do not have to use condoms to prevent pregnancy?

I did in fact make a rather long (and I hope one that perhaps even you would be able to understand more fully) answer. But I am afraid due to AB being rather slow in submitting my answer it was somehow got lost in the ether.

But due to other more compelling commitments, i have not got around to re-constructing my answer. But please watch this space I will try and get around to you in the very near future.

So sorry you find things as clear as mud, so let's have another go at getting through.

Answer : Being together for approx. 2 to 3 years, or long enough to know that each is showing a commitment to each other, and wish to spend their future years together.

Answer : This is self explanatory best look it up in the dictionary, if you are still having difficulties.

Answer : Of course one should prove that they are financially able to support children, and not expect the state to pay for their up-keep.

Answer : This would be dependant on their past record shown on their CV.

Would they have to own their own property?

Answer : Of course not, providing they had suitable accomodation in which to bring up children, it would not matter in the least if it was rented.

Would they be allowed pets?

Answer : Of course providing that they where suitable, ie. if it was a dog it was not a dangerous breed, and it was of a size suitable for the property.

What level of education would be needed?

Answer : Intelligent enough to be able to bring up children.

Do they need to have responsible grandparents?

Answer : This would not particularly matter, unless they had direct contact with the children, it would then be up to the responsible parents to ensure what contact the Grandparents had with the children.

Could they be religious?

Answer : This would not matter in the least, providing it was not some obscure religion that would be detrimental to the children's well being.

Answer : Taking into account that the use of condoms is not the main birth control method used today, it is therefore sensible to assume that there should be no difference in the amount of cases of sexually transmitted diseases, since intelligent people would still use condoms to prevent contacting these diseases.

I think this pretty much sums up the lack of understanding. responsible is an adjective and is subjective.

Is it responsible to have a child if you know it will be disabled? - see what I mean. There is no clear definition and very few people will be able to answer that question with a Yes or No.

What I am asking from you is what is your guidance - ie what salary would you need to be on, how long a relationship (and what happens if you split up for a month in the middle). What pets are (in your opinion) dangerous.

What I am trying to illustrate is that It is very easy to come up with an idea. The difficulty is in trying to come up with all the ifs and buts to implement the idea

I think I have covered all the "Ifs" and "Buts" quite adequately, and there is a limit to how far one can explain things.

One has to assume that the recipient is intelligent enough to grasp the general principles involved, without the need for the author to set it out in "the small print" version, just as one would in a legal document.

But I will indulge with you, if it makes you happy.

Answer : Of course it is resposible, it proves that you have been resposible enough to have considered all the implications involved, and have come to your decision. Granted It may not be everyone's choice, but then in these such cases it never is.

Answer : I have already answered this, one cannot put an exact figure on this, you will be asking next if this would be in US Dollars, Yens, or the Batswana Pulas even.

Answer : Already answered, as for "what if" No one has a crystal ball that can look into the future.

Answer : Where do you want me to start? Lion, Crocodile, Pit-Bull even. This is getting ridiculous, I am dealing with an adult am I not?

I will not answer questions like "where will the money come from to pay for the extra policing"

All I will do is state a policy and then say - it is obvious what I mean.

You really should be a politician - they come out with ill thought out ideas as well.
