my dads blue badge expires sept '08 how does he go about renewing it, and when should he put in for the renewal?

No renewal notices are sent by the issuing authority, so its up to you to renew, and be subject to being still eligible. If you have moved home the current local authority needs to issue the new badge not the one who may have issued a badge to you initially.
