It varies from place to place. Softener manufacturers should provide you with a water-testing kit. You count how many drops of their reagent are needed to change the colour of a given volume of hard water. You multiply this by a magic number, and get a hardness setting for the softener.

Alternatively, keep dialling in higher numbers, until it recharges just before the water goes hard.
