In the question as stated, it could be a half-brother if you make a distinction between a half-brother and a brother. You would need to have (at least) two half-brothers, who are brothers to each other.

There is no correct answer because the riddle contradicts itself.  "My father's son" is myself, therefore "that man's brother" must be myself.  But the speaker does not have any brothers, therefore there is a contradiction and the riddle is insoluble.

 

If, however, the correct wording of the riddle is "Brothers or sisters I have none, but that man's father is my father's son.  Who is that man?", then the correct answer is that he is looking at his son.
