When was the age reduced for voting in general elections from 21 (introduced 1928) to 18?

1970, for the election in June of that year.
It was in 1969 - The Representation of the People Act introduced in time for the 1970 election.
The voting age was lowered to 18 in 1971 because of the Viet Nam conflict.  Since young men were being drafted, the argument was that if they were old enough to die for our country, then they were old enough to vote.
