I was told today that in the absence of de-icer cold water is better than hot to de-frost a windscreen is this true and if so why ?

Yes, definitely cold water. Hot water could crack your windscreen.
Lukewarm water is even better
Hot water can alter the structure of the strengthening in toughened glass.(this is visible if you wear polorized sunglasses.) So even if you think that you have not done any damage by putting hot water on your screen , just wait until the next stone hits it !
