We live in a very small house, and have been told that we are unable to get a bigger house because our children are 6 and four, the 4yr old is my step daughter and not a blood relative of my 6yr old son. Can they share?

I think the information you've been given is correct. I asked someone about this, and they thought the legal age for children of the opposite sex to share a room was 12, although modesty may require you to sort something out before then. It's funny isn't it - I was thinking back to the old days when large families had to cramp together in small houses, and somehow or other, they all used to manage perfectly well.
yes they can share. If youre really concerned why not look into a private rental instead, you may be able to get a larger home that way
