Weird American 'Public Information' Film

Saw this weird film on Sumo Tv the ther day, wedged between a load of old 40s/50s black n' white ads and public information films - it was great!

The film was shot in colour, dated around late 60s/early 70s i guess. It featured a load of kids cycling up a road in a nice neighbourhood (one kid was on foot), and they all had animal masks on

It was a public information type film, in that, one by one, the kids met with an accident or something similar, and the deep voiced yank narrator commented in a solemn tone, how this group of kids should 'be more careful', etc.

I never saw the end, but it was surreal, even scary, how these kids all wore masks, like something out of clockwork orange or warriors.

what was the film, and what year was it, please?
