I believe that there are absolutely enormous shock absorbers [ on which the building is actually constructed ] built into the foundations.

This allows the structure to bend and sway but stops a collapse.

I personally wouldn`t want to be anywhere near an area where such things are even considered.

I recently watched a documentary on Japan and Earthquakes. One plan that is being proposed or is being put in place is one in which the is a huge sliding weight on the top of a building. As the building rocks, the weight slides and absorbs all the shock and movement.

 

they use a technique called post-tension cement.  The first example of this method was the Sydney Opera house
