archimedes !Draw on a MS PC?

Years ago - in a more ordered world - I used an application called !Draw - twas free with the computer and a wonderful bittakit twas too - is there an equivalent application in the disordered world of microsoft?
prev Windows vista - I am an administrator yet it will not allow me to install or uninstall anything!

saying that there are loads of art software, I recently bought a graphics tablet that came with a package called "artrage" and it is truly superb!

I used to love playing elite... I was elite too! :D
