Word, Excel etc. are part of Microsoft Office suite.

If the laptop comes with that too, then it comes with Word, Excel etc. Other laptops may come with a free trial of Office.

Openoffice can be downloaded for free and is a very good replacement though.

Outlook Express is what is called Microsoft Mail on Vista, I believe.
Most PC's and laptops don't come with Office, they usually come with Microsoft Works instead.

Usually so you have to buy Microsoft Office and they can squeeze another few hundred quid out of you!
No version of Windows has ever included any of the applications mentioned. What software is included when you buy a new PC is entirely up to the manufacturer of the PC.

There used to be a cheap OEM version of office that many suppliers would include, but as (a) most people nowadays are buying their second, third, fourth PC, so already own software, and (b) MS no longer offer a cheap OEM version, most new PCs do not included any additional applications.

As fo3nix suggests, OpenOffice is has all the functionality that most users require, and is free.
