Can you give us a clue to context - do you have an example of a solved one?
Could it be something similar to this wordplay? 11was a racehorse 22was12 1111race 22112 explanation...sort of! underneath. 11(one one)was a race horse 22(two two)was 12 (one too) 1111race(one one won one race) 22112(two two won one too).
ie one won one tu-tu.one...won one too

I don't think I have posted the question very well - it's the numbers 1 to 10 above the line and the numbers 1112211112 below it. Unfortunately, I don't have any clues or other examples. Help, it's really annoying me now!!
It means "twelve thousand three hundred and forty-five million, six hundred and seventy-eight thousand nine hundred and ten divided by one thousand onehundred and twelve million, two hundred and eleven thousand one hundred and twelve" which is 11.100121889449347.
The bottom sequence is normally the number of time the pen is placed on the paper to form each of the corresponding numbers above.

Limpy, Great answer - it's the most likely one I've seen!! The only "iffy" bit is the #5 (one stroke or two?) Maybe to make the answer more(?) correct I should change the 5th bottom line figure to a 1!!
I write my fives with two strokes of the pen.
