Is there an independant body for help in education in scotland

I am posting this for a friend who has had a bit of bother with her child at school and now it has became a witch hunt, she needs support for an appeal (cant go into too much detail) is there anybody who independantly(spelling i know!) would help her?

Do you have anything like citizens advice bureau in Scotland? They should have some information or advice if you do. What about Local Education Authority advice? I am unsure how the education system runs up there so sorry I can't be more help.
