renault luguna problems vreg 1.8 16v

Anyone had a similar problem with the engine ' hunting'? ( the revs inceasing and reducing dramtically causing it to stall when stationary) Garage is unsure of the problem. Could it be throttle cable or expensive enging management system?
Any ideas anyone?
