GSD excitable mutt

Does anyone have any ideas how I can stop my GS pulling to greet other dogs and people when out walking, She is a two years old bitch she walks fine
( well almost ) when no dogs or people in sight but as soon as one appears on the horizon she gets so excited and pulls.
If off the lead which occasionally happens she races up to other dogs and is quite boisterous with them occasionally the other dogs tell her of, it does not usually come to anything I have tried everything This is not the first GSD i have had they other was a slight puller but was not really interested in other dogs. Christmas last year I was walking in the mountains by myself when a dog and owner came into veiw, the ground was slippy she pulled and I landed on my rear with a broken wrist.she does wear a nose halti and this does help a little, ideally I would welcome ideas to stop the excited mutt pulling. Apart from this she is a brilliant dog no other problems.

First off I would recommend you find a local dog training club to get her used to meeting other dogs, and you can then correct her if she gets over excited.
i wouldnt let her off the lead until you have full control over her, as not all dogs/owners will be pleased to see her, and could result in her getting bitten at the very least, or even a fight, and worst she could get frightened by another dog and run off (I say this tonight having witnessed a frightened GSD running around some country lanes with no one able to catch him and he has just got run over).
As I walk three dogs at a time, I would not be impressed if a boistrois GSD ran over to me.

Thanks jules will give this some serious thought as I mentioned she is fine around people and usually on a lead when we meet others i always say she is boisterous and people will say if they want to let there dogs interact I have never had a problem with aggresion just excitedness but as you say not all people appreciate this
