Which was the first commemorative picture stamp issued in UK. I have searched, but keep coming back to the 1887 Jubilee issue, which doesnt seem to be regarded as commemorative. Does anyone have any ideas?

Well the 1887 wasn't really a picture stamp - the queen's head with a bit of decoration yes, multi-colour, yes but not picture. And they didn't actually say what they were commemorating.

My guess is the Wembley Exhibition issue in 1920 something
23 April 1924 British Empire Exhibition
