I have bt broadband with the norton security package included, I recenty did a full system scan and the scan came up with a threat called a Generic Dialer. despite finding this threat the norton program will not get rid of it. I am aware of what these dialers can do. Please can some one tell me how I can get rid of this as I don't want to end up with a huge phone bill. and also if it is a real problem as im not using, and have never used dial up.

Norton is crap. You need to download AVG Free -once done, run this on your PC and it will get rid of any threats. Good luck.
Don't worry about a dialer if you are on broadband - they are only a threat if you are on a dial up internet connection.

There is no way it can run up a phone bill on a broadband connection.

However, it does show your security is not all it should be.
