My guess is that, whilst adverse weather would affect the radar reflections, you're talking about a technology that has the potential for far more accuracy than just measuring the speed of a relatively slow moving, large lump of metal. If radar can accurately track a plane moving at thousands of miles per hour, hundreds (if not thousands) of miles away, then I'm sure come rain or shine it can accurately track your car 10 metres away. What's more, a radar trap measures the speed of your car something like 450 times as you pass through it's zone: whilst one reading might be an outlier, the other 449 most likely won't :-) There's a nice, vague answer...
