If you've typed the ratio correctly (or rather, if AB has displayed it correctly), it can't be simplified because you can't divide 23 and 14 by a common number.

I'm wondering whether the ratio should have appeared as 2/3:1/4?

If so, multiply both terms by 3, to get rid of the thirds:
2/3:1/4 = 2:3/4

Now multiply both terms by 4 to get rid of the quarters:
2:3/4 = 8:3 (which is your required answer)
