As with any court documentation, the facts and circumstances will influence the Court on what action or inaction should be taken. What are the circumstances of your failure to submit the questionaire on time?

I would contact the clerk of court.

Hi Stu its the applicant who has failed to get his questionnaire in.. Its a land registry tribunal. Would the clerk of court be able to help me with this. i no where the tribual should be being held. many thanks
Yes, definitely contact the court as soon as possible, and apologise.

In the notese section of the form, http://www.hmcourts-service.gov.uk/cms/files/n 149_web_1105.pdf
it states that if the applicant is late in submitting the form 'the judge may make an order...[and]...can order...[the applicant to pay these costs].

So it's not definite that the court/judge will punish the applicant, but they can. So the applicant should contact the court ASAP and apologise for being late.

Im the respondant in this and my solicitor has filled ours in.
So to be honest I hope they do punish the applicant as yet again he is holding things up.
I have no interest in who the applicant is. I tried to give an impartial answer. If the applicant does nothing you know what he can expect.
