Car slope

I want to have "an extension to an existing vehicle crossing" Basically I have two slopes for my car to go across pavement into road. And I want to make a slope in the middle to get one wide slope. Can I get someone privately to do this, as the council say they will charge me over �800 pounds. I can't afford that. And I think it's quite a simple job. Thank you.

All the council will do is give you a list of their " approved " contractors which are as dear as the council charge anyway, so its a no win im afraid...

Thank you for your answer. I'm sure I've seen neighbours doing their own slopes in the past. Did they used to be allowed to? Or have they just got away with it?
