when theres a link from the newsroom on tv to a reporter ,why do they keep nodding until the newsreader has stopped talking and they then stop nodding and answer the question???

Expect it's a way of confirming that they are hearing what is being said - a kind of exaggeration of what we all do when someone is talking to us.
its a good technique to use on the radio that is born of good technique. in an interview situation, you nod instead of actually saying yes, good, ok etc as it often sounds patronising. most tv people start in radio so it follows that that is why they do it.
