My partner is currently putting together a petition to lobby his employer to install a shelter for the smokers at his work to use, any ideas of websites he could use to help him write the petition?

He should be aware that any such petition may result in the employer banning smoking in the outside areas as well.

Any argument the employees put forward can be counteracted by one sentence:

We, the employers, have a duty of care for your health in the workplace and we will not take any steps to either encourage or facilitate smoking whilst at work.

I honestly think your husband and his colleagues would be wasting their time.
Sorry, not an answer, but a peripheral comment. My organisation has banned smoking, even by visitors in their own cars in the car park.

I often see people smoking in the grounds and await with interest a Jobsworth striding up and, and what ? - arresting them ?

This by the way is an organisation that clamps ITS OWN STAFF in the car park if their wheels are 6 inches over a dotted white line.
Why would an employer, however wealthy they are, pay good money for a bunch of smelly cancer breeders?

Sorry, but if the smokers can afford 5+ for a packet of cigarettes, they can bloody well afford to pay for their own shelter.

Petition, whatever next!!!!!!
just ask for a few brollies

as has been said, they have no obligation to provide you with anything.
smoking is a not an essential workplace activity
