How come sharks can blink yet no other fish can? Why do they need this ability?

Most sources agree that they can't actually blink... their upper and lower eyelids cannot move at all, but their eyes can be rotated for protection when feeding. Some kinds of sharks have a third eyelid, called a nictitating membrane, a moveable shield that completely covers the eye as the shark feeds. (Source: Shark Reasearch Institute)
