can an under 18 year old serve alcohol in a pub while they r serving food

Yes, no minimum age on serving behind a bar but all alcohol sales have to be authorised by either the licence holder, the premises supervisor or another authorised person over 18. If the person is working is a restaurant or an area set aside for the service of table meals, they can be any age and do not need to be authorised.
