If your car wont start when you first turn the key, will it damage the engine if you keep on turning the key but the car wont start

No but it will wear out the starter and flatten the battery.

Never keep the starter running for more than 10 seconds at a time.

I just heard a neighbour trying to start his car up and i thought if he kept on doing it hedmake the engine worse

it can damage the catalytic converters by sending neat fuel through them
