It could be a phantom pregnancy, has she recently had a season?
She may also have damaged them and it may be an infection.
Has she recently been preganant and fed pups, if so it could be mastitis, nipples are swollen for some time after pregnancy but can become inflamed.

Best thing get her to a vet and get her checked out.
