i want to emigrate to usa with daughter aged 7. do i need fathers permission,. we are not married, do not live together, he does not have parental responsibilit. he is on the birth certificate, and i do intend to maintain contact and arrange access if he wants to visit. Does he need to give me consent, as he tell me i do ?

As I read the information on the Identity & Passport Service website, the fact that your daughter's father does not have parental responsibility means that his permission is not required:

I assume that you already have close family in the USA or that you've got the required employment skills. Otherwise you won't be able to emigrate to the USA:

If he knows that you're planning on moving away with your daughter & he doesn't want you to take her then he could try to stop you yes, he could take you to court, i know fathers that have done this & won.
As previously stated you have to have family or sponsorship or some means of being accepted to live as a permanent resident in the U.S
