or does the person making the call pay the total cost?

If your post means that you're in the UK, all incoming calls (irrespective of their origin) are free of charge to you.

If your post means that you're in Thailand, all incoming calls are charged at �1.65 per minute unless your contract costs more than �35 per month. (Then you only pay 99p per minute).

you will both be charged.
The caller pays for calling and you pay for receiveing both are charged per min but the regulators are looking in to this as they believe it to be unfair
