Rear car door will not open

How can I open a rear door on a Citroen Xsara Picasso? It can't be opened either side. I was told it might be a faulty solenoid. If so how do I change it?

has a local authority legal power to not accept a provisional licence holder from getting a residents' parking permit?

the only way really,is by trying to get the inside door panel off,and getting to the inside of the door.but you might cause some damage,why dont you let a garage do it,it could be cheaper that way.
