I joined the M40 going north at the A34. What are the platforms they are building on the grass verges all along the stretch upto the Coventry turn off?

I have just seen them, I think that they are for overhead signs, there is no ramp for cars and a lattice floor. In other places there are concrete blocks for the signs, but these may be cheeper.
