Repointing a patio

What should be the consistency of cement used to repoint between patio paving slabs - dry or quite moist?

Our mpatio was repointed only 2 years ago but already the pointing is breaking up because I suspect the cement was too dry when it was used.

A dry mix is normal. Advice here.

Dry mix is normal but it's not always best - it has to be packed in very firmly in order to make a good bond preferably while the cement the slabs have been layed on is still setting so that it can bond to that too.
