adding a programme to a user account in Windows XP

I recently took the internet access off my sons computer, I now have a parental control feature, but cannot reinstall the internet feature/windows explorer as it says that I need to be an administrator, which I am, but I cant find out how to do this on the XP help feature. Please advice how to do this. Thanks

If you have xp professional, there shouldn't have been a problem as, no doubt, you are an administrator. However, if you have xp home edition, you need to reboot the computer into safe mode (press the F8 key while booting) and log in as administrator. Then you will have the appropriate permissions.
