Does planning permission check for easements & covenants

We recently had a conservatory built with planning permission. Would the planning department have checked for any easements or covenants affecting the property ? ie would they specifically have checked for any existing underground cables owned by electricity company ie an easement to the land.

No, you have to do that. Planning is about satisfying the desire of central Government to maintain control on unrestricted development.
